- Setup tests in GitHub Actions instead of Travis. - Use GitHub Actions to build binaries for releases. - Add more platforms and arches to binary release process (for example, ARM platform).

This was driven by wanting some ARM64 binaries for development inside linux containers on an M1 Mac. (If anyone else is looking for these types of binaries, the results of these builds are currently available on my fork: https://github.com/GUI/waitforit/releases)
